Colonial Hong Kong is just one of the Scenes you get as a reward after finishing specific sections of the Year of the Dragon questlines that were launched with the Chinese New Year Event in Hidden Chronicles. After the player unlocked these they will still be available even if the Event ended. The Scenes can be discovered after simply clicking on Ramsey Manor and then selecting the Featured tab.
